Hi Hwangchung The Dark. Light modes in Windows 10 only work with the Windows 10 UWP apps and Windows File Explorer It does not work with the old 32bit or 64bit applications currently, though Microsoft are working to make the dark and light themes system wide for future updates.
The only other way to do this would be to apply a skin to Windows 10, though I really would advise against this, because Windows 10 does not work well with Windows Skins and you could brick your system trying that.
